Constitution And Rules

1. Association

This Association shall be called Cleveland Billiards and Snooker Referee’s Association.

Objectives of the Association

a) To encourage every Club, Institute etc., in the area to have at least one Certificated Referee in it’s Membership.

b) To provide a universal interpretation of the current Rules of Billiards and Snooker as set out in the latest edition of the rule book as issued and owned by World Snooker Ltd.

c) To provide Official Examiners for the Cleveland Area. The official examiner(s) will also make themselves available to carry out class 1 examinations outside the area as part of a 3 person panel. Reasonable traveling and other expenses for this duty will be provided by the candidate(s).

2. Management of the Association

The management of the Association shall be invested in a Committee who shall be Bona-Fide Certificated Referee’s at Billiards and or Snooker and shall comprise of Chairman, Vice Chairman, Secretary, Treasurer, plus members of the Association. (The secretary and treasurer may be one and the same person). Honorary positions of President and Vice President will be offered to suitable persons who will have contributed to the well being and running of the association, such persons need not be certificated referees.

3. Meetings

The Association Meetings shall, whenever practical, be held on the last Tuesday of each month, or at a date and time set by the Chairman, Vice Chairman or Secretary.

a) The Annual General Meeting shall be held in August or September of each year for the purpose of receiving the Financial Report and for the Election of the Officials.

b) Any additions of or alterations to this Constitution or Rules shall also be carried out at the Annual General Meeting such additions or alterations having been forwarded to the Secretary by a notice of motion, Proposed and Seconded by Bona-Fide members at least 14 days prior to the Annual General Meeting.

c) The members present and eligible to vote shall make no additions of or alterations to this Constitution or Rules unless carried by a Majority Vote.

d) At monthly meetings four (4) shall form a Quorum for the proper conduct of the Association’s Business.

4. Membership

Membership of the Association is open to all persons who hold a current Referee’s Certificate issued by the Governing Body (EASB) and duly elected non-voting associate members.

a) The Committee shall have the right to suspend or expel from Committee or Association any member or Associate member whose conduct shall in the opinion of the Committee be injurious to the game, the Governing Body or the interests of the Association.

b) The Committee shall have the right to appoint Members who, in the opinion of the Committee have given long and outstanding service to the Association, as Honorary Life Members. Such Life Members shall continue to receive all the benefits of Membership even though through ill health they are no longer able to officiate.

5. Financial Year

The financial year shall end on the 30th June. Auditors appointed by the Association shall audit accounts in time for the Treasurer to present Balance Sheet/Financial Statement at the Annual General Meeting.

6. Code Of Conduct

All Referees’ shall at all times follow the Code Of Conduct which can be downloaded from the web site of the English Association of Snooker and Billiards. Failure to follow or breach of this Code Of Conduct shall leave the Member liable to expulsion from the Association under rule 4(a) above.

7. Other Decisions

The Committee’s decision on all matters not covered by these rules shall be final.
