EASB Referees Scheme
A Guide To Candidates and Examiners

Objectives.

The aim of the scheme is to adopt a high standard of refereeing in all official matches, whether organised by the English Association for Snooker and Billiards, affiliated associations or by clubs and leagues connected with these associations.

A classification scheme has been created for official referees who qualify by examination, and who hold certificates issued by the EASB.

The affiliated Associations welcome this scheme and readily co-operate in its operation, supporting it by insisting that all games promoted by them are in the charge of an official referee, and encouraging their affiliated leagues to do likewise.

EASB Examiners

EASB Examiners are Class 1 referees of not less than one year's service in that class, initially selected for their knowledge of the rules of billiards and snooker and their overall skill and experience, who have passed an Examiners Seminar and satisfied the tutors of their ability to conduct referee examinations to the required standard.  Their importance and value to the game is not merely in the examination and selection of the right candidates for the award of certificates, but also in the training of those wishing to become referees, both in their command of the rules and the code of conduct expected of them and advising existing referees in the furthering of their careers.

Referee Tutors

In each of the regions of the EASB, as directed by Sport England, at least one Examiner is appointed to be the Referee Tutor for that Region.  Their function is to arrange tutorials and examinations in their region.  They will will also arrange seminars, normally in conjunction with another Referee Tutor or EASB Examiner for the training and appointment of Class 1 Referees as EASB Examiners.  The EASB will be informed of all seminars and upgrading.

Referee Grading Scheme

Class 3 Referees. These are those that have demonstrated their ability, to the satisfaction of an examiner, of their knowledge and interpretation of the rules of the games of Billiards or Snooker or both and this is the normal entry level for candidates.  Details of the results will be forwarded to the EASB by the examiner for records to be updated and a certificate to be issued.

Class 2 Referees. After a minimum period of 2 years working as a class 3 referee candidates can apply for an up-grading to class 2.  This examination will require the candidate to take charge of a match of at least 5 frames of snooker or 2 hours duration billiards game at which the examiner will observe the referee in action and at the end of the game the candidate will be questioned in depth on some of the more difficult aspects of the rules of the game.  Successful candidates will be advised of the outcome at the end of the examination, details of the results will be forwarded to the EASB by the examiner for records to be updated and a revised certificate to be issued.

Class 1 Referees. After a further period of 3 years class 2 referees can apply for an up-grading to class1.  This examination will require the candidate to take charge of a match of at least 7 frames of snooker or 3 hours duration billiards game at which an examination panel comprising the Referee Tutor plus two other examiners, one of whom, must be from an area outside of that in which the candidate is located, will observe the candidate in action.   At the end of the game the candidate will be questioned in depth on all aspects of the rules of the game.  Successful candidates will be advised of the outcome at the end of the examination, details of the results will be forwarded to the EASB by the examiner/tutor for records to be updated and a revised certificate to be issued.

Failed Candidates. Examiners are required by the scheme rules to forward details of failed candidates to the EASB for record purposes.  Failed candidates will be given feed back on conclusion of the examination and encouraged to discuss the reasons for failure, they will be required to undertake further training before re-examination.
